CARACAS, Venezuela — President Donald Trump on Sunday threatened Venezuelan Vice President Delcy Rodríguez, saying that “if she doesn’t do what’s right, she is going to pay a very big price, probably bigger than [Nicolás] Maduro.” The deposed leader is expected to be arraigned at noon Monday in Manhattan, a person with knowledge of the planning told The Washington Post.
